Fatigue Technology Must Improve Safety, Not Punish Drivers.



Reflections on the Transport for London Bus Safety Standard

Transport for London's second-generation Bus Safety Standard introduces a range of welcome safety improvements, including fatigue and distraction monitoring technology.

As someone with a longstanding interest in transport safety, I support much of what is contained within the new standard. Any initiative capable of reducing risk and preventing harm deserves serious consideration.

However, the introduction of fatigue monitoring technology raises an important question:

What happens when the system identifies a fatigued driver?

The answer to that question may determine whether these technologies become powerful safety tools or simply another form of performance monitoring.

If fatigue alerts are viewed primarily through the lens of individual driver behaviour, there is a risk that operators focus on the symptom rather than the cause.

A fatigued driver should not automatically trigger questions about discipline.

It should trigger questions about systems.

Are running times realistic?

Are schedules achievable?

Are break arrangements adequate?

Are rest periods between duties sufficient?

Are long shifts, overtime or operational pressures contributing to fatigue?

Is there a wider pattern affecting multiple drivers?

The Safe Systems approach recognises that serious incidents rarely result from a single factor. Human performance is influenced by the environment in which people work.

Fatigue technology therefore offers an opportunity not only to identify tired drivers, but also to identify tired systems.

Used properly, the data generated could help operators identify trends, patterns and underlying causes that might otherwise go unnoticed.

A fatigue alert affecting a single driver may require an individual intervention.

A pattern of fatigue alerts across a depot, route, duty schedule or operator may point towards a wider organisational issue requiring a very different response.

That is where the real value of the technology lies.

Used poorly, however, these systems risk creating a culture where drivers fear reporting fatigue because they worry about disciplinary action, loss of earnings or being removed from duty.

That would be counterproductive and could ultimately undermine the very safety benefits the technology is intended to deliver.

Professional drivers are often the first to recognise when they are tired. The challenge is creating an environment where they feel able to report concerns openly and honestly without fear of punishment.

If fatigue monitoring systems become associated with disciplinary action, there is a danger that trust in the technology will quickly be lost.

The real measure of success will not be how many fatigue alerts are generated.

It will be whether the information gathered is used to improve schedules, running times, break arrangements, shift patterns, welfare facilities and overall safety performance.

Technology can identify risk.

Leadership determines what happens next.

For fatigue monitoring systems to succeed, they must be used to improve safety, not simply monitor drivers.

Perhaps the most important question for operators introducing these systems is not:

"How do we identify fatigued drivers?"

But rather:

"What are we prepared to do when the technology tells us there is a fatigue problem?"

The answer to that question may ultimately determine whether these systems become a genuine safety improvement or simply another management tool.
