Britain’s Ageing Bus Fleet Was Never Designed For 2026 Heat — And The UK Is Running Out Of Time


Over recent weeks, temperatures across parts of the UK have reached record-breaking May levels, bringing renewed attention to a problem many bus drivers have quietly endured for years — extreme heat inside vehicle cabs.

For some drivers, this is not simply about discomfort.

It is about:

  • dehydration;
  • exhaustion;
  • headaches;
  • dizziness;
  • fatigue;
  • impaired concentration;
  • and increasingly genuine concerns around operational safety.

Across the country, drivers are now sharing photographs of cab temperatures exceeding 40°C alongside reports of heat exhaustion, nosebleeds, nausea and drivers becoming physically unwell while continuing to operate public transport services.

This issue is no longer isolated.

It is becoming a national transport safety and occupational health issue.

And Britain is dangerously behind the curve.

A Changing Climate Is Exposing An Ageing Fleet

One of the biggest problems facing the UK bus industry is that much of the current fleet was never designed for the climate conditions drivers are now increasingly working in.

Thousands of buses currently operating daily services across Britain are already 15 to 20 years old. Many entered service during a period when prolonged heatwaves and extreme summer temperatures were considered relatively unusual in the UK.

That world is changing rapidly.

As climate conditions worsen, older vehicles with:

  • poor cab ventilation;
  • ineffective air conditioning;
  • large exposed windscreens;
  • inadequate thermal protection;
  • and little shielding from direct sunlight

are becoming increasingly difficult and potentially unsafe environments in which to work.

Many older buses rely on cooling systems which:

  • no longer function effectively;
  • have deteriorated over time;
  • or were never designed to cope with prolonged extreme temperatures in the first place.

In many cases drivers are effectively spending entire shifts inside glass-fronted heat traps.

This Is Not A “Comfort” Issue

One of the most frustrating aspects of this debate is the tendency for some people to dismiss it as simply: “drivers complaining about being hot.”

That fundamentally misunderstands the issue.

Heat stress, dehydration and fatigue are recognised human factors risks which can affect:

  • concentration;
  • alertness;
  • reaction times;
  • decision making;
  • and overall wellbeing.

Professional drivers are expected to maintain high levels of concentration for long periods whilst:

  • carrying large numbers of passengers;
  • operating in congested urban environments;
  • dealing with vulnerable road users;
  • and managing difficult traffic conditions.

The HSE itself recognises heat as a workplace hazard.

Yet at the same time, Britain has a major regulatory gap.

In correspondence sent to my local MP, the Health and Safety Executive confirmed that current workplace temperature regulations do not apply inside vehicles.

That means transport workers operating in enclosed cabs are effectively falling into a regulatory grey area.

The HSE further confirmed it currently has no plans to introduce transport-specific guidance relating to vehicle cab temperatures.

That should concern everyone.

Britain Is Falling Behind Other Countries

The uncomfortable reality is that many other countries already take this issue far more seriously than we currently do in Britain.

Across parts of:

  • Europe;
  • Australia;
  • Asia;
  • and the Middle East,

operators and regulators have already introduced significantly stronger approaches around:

  • cab cooling systems;
  • climate-adapted vehicle design;
  • solar reduction technology;
  • heatwave operating procedures;
  • ventilation standards;
  • and occupational heat protections.

No single country has every answer.

But Britain urgently needs to stop pretending there is nothing to learn.

If we are serious and sensible, we should be examining best practice from across the world and adopting the strongest and most practical elements suitable for UK operations.

Because climate adaptation is no longer theoretical.

It is already happening.

We Cannot Wait 15 Years For Fleet Replacement

Some will argue that newer buses entering service already provide improved cab environments and that gradual fleet replacement will eventually solve the issue naturally.

But this completely ignores reality.

Drivers are working in older vehicles now.

Many of those vehicles will remain in service for another decade or more. Waiting years for gradual fleet replacement is simply not an acceptable answer while drivers continue working through increasingly severe heat conditions today.

That means Britain urgently needs to begin discussing retrofit and mitigation measures for the existing fleet.

And that conversation is long overdue.

Practical Solutions Already Exist

Importantly, many potential solutions are neither unrealistic nor technologically impossible.

Examples include:

  • retrofit driver cab fans;
  • properly maintained cab air conditioning systems;
  • side blinds and glare reduction systems;
  • UV filtering window films;
  • tinted or reflective glazing;
  • improved ventilation systems;
  • thermal insulation improvements;
  • heatwave welfare procedures;
  • route-specific welfare arrangements;
  • guaranteed cold water access;
  • temperature monitoring;
  • and formal heat-break policies.

Some operators already utilise elements of these measures on parts of their fleets.

The question now is why equivalent protections are not becoming standard across older vehicles too.

A bus driver operating a 15 or 20-year-old vehicle in modern heat conditions should not be expected to rely on opening a side window and hoping for cloud cover.

Franchising Creates A Huge Opportunity — But It Cannot Be The Only Answer

Bus franchising undoubtedly creates a major opportunity to improve standards because transport authorities can build welfare, safety and climate resilience requirements directly into operating contracts.

Authorities already specify:

  • emissions standards;
  • accessibility requirements;
  • CCTV systems;
  • safety technology;
  • passenger information systems;
  • and fleet presentation standards.

There is absolutely no reason why minimum driver heat protection standards could not eventually form part of those requirements too.

However, franchising alone cannot become the entire answer.

Large parts of the UK will continue operating under:

  • private ownership;
  • enhanced partnerships;
  • contracted services;
  • and municipal operations

for many years to come.

This issue affects drivers regardless of:

  • ownership model;
  • depot location;
  • operating structure;
  • or whether a route is publicly controlled or commercially operated.

A driver suffering heat exhaustion inside an ageing vehicle is still facing the same physical risks regardless of who owns the bus.

That means any serious national strategy must work across the whole industry.

Climate Change Is Changing What Constitutes A Safe Working Environment

This is the key point Britain now needs to confront.

The climate conditions transport workers operate in are changing faster than the protections surrounding them.

For decades many vehicle standards were designed around historical UK weather assumptions which are increasingly outdated.

Extreme heat events are becoming:

  • more frequent;
  • more intense;
  • and more prolonged.

Yet many operational practices, regulations and vehicle standards still reflect a climate Britain no longer has.

Eventually the industry will need to decide whether it acts proactively — or only reacts after a major tragedy.

Because if a serious incident occurs linked to driver heat exhaustion or impaired concentration, the warnings already being raised today will become impossible to ignore afterwards.

A National Bus Driver Heat Safety Taskforce

This is why I believe the UK now urgently needs a dedicated national taskforce focused on transport worker heat safety and climate resilience.

This taskforce should involve:

  • professional drivers;
  • unions;
  • operators;
  • manufacturers;
  • occupational health specialists;
  • regulators;
  • government;
  • transport authorities;
  • and safety organisations.

Its role should include:

  • gathering national evidence;
  • examining international best practice;
  • reviewing retrofit options;
  • assessing operational procedures;
  • developing future standards;
  • and identifying practical phased solutions for existing fleets.

Because without national coordination, responses will remain fragmented and inconsistent.

This Cannot Be Solved By One Group Alone

No single organisation can solve this independently.

Meaningful progress will require engagement from:

  • government;
  • operators;
  • unions;
  • manufacturers;
  • passenger groups;
  • road safety organisations;
  • climate adaptation specialists;
  • and campaign groups such as Campaign for Better Transport.

Most importantly of all, the public need to understand what conditions can actually be like inside some vehicle cabs.

Passengers often see:

  • a modern-looking bus;
  • a calm professional driver;
  • and air conditioning inside the passenger saloon.

What many do not see is:

  • prolonged direct solar exposure;
  • ineffective cooling systems;
  • overheating steering wheels and controls;
  • dehydration;
  • exhaustion;
  • and drivers trying to maintain concentration for hours in temperatures exceeding 40°C.

Public understanding matters enormously because once people recognise this as:

  • a safety issue;
  • a welfare issue;
  • and a climate resilience issue,

pressure for change becomes far harder to ignore.

Britain Must Start This Conversation Now

The most dangerous thing Britain could do is delay.

Because this problem is not going away.

If anything, it is accelerating.

What we are currently witnessing may only be the beginning of a much larger transport safety and occupational health challenge linked directly to climate change.

Britain urgently needs:

  • national standards;
  • stronger protections;
  • retrofit strategies;
  • evidence gathering;
  • operational guidance;
  • and long-term climate resilience planning for transport workers.

The climate has changed.

The industry now needs to catch up.
